In some special cases, foreign governments have spoken openly about their experiences with the UFO phenomenon and have provided evidence and testimony which is very reliable. In particular, officials from France and Belgium have been forthcoming with information.

In 1999 an important document was published in France entitled, UFOs and Defense: What must we be prepared for?
This in-depth study, called the
COMETA Report, is ninety-pages long and begins with a foreword by André Lebeau, former president of the National Center for Space Studies, the French equivalent of NASA, and also by General Bernard Norlain of the French Air Force, former director of the Institute of National Higher Defense Studies. The study was authored collectively, by an association of experts, many of whom come from these organizations and is presided over by General Denis Letty of the Air Force, former auditor of the Institute of Advanced Studies for National Defense.
On November 12, 2007, The National Press Club in Washington held a press conference on the UFO issue. Top officials of government, aviation, and military groups outlined the need for new UFO joint investigations among the top aviation countries. One of the speakers included a retired major general of the Belgian Air Force, Wilfried De Brouwer, who spoke specially about the mysterious black triangle craft spotted by hundreds of people over Belgium beginning in 1989 and continuing to this day.
In 2007, this photograph was released by the French government, along with 1600 case files spanning 50 years of UFO sightings. As of 2008, France is the only country to have released all of its information on recorded sightings.
